Most probably the Hard drive in your PC is formatted in NTFS format, which you cannot format from a floppy (DOS prompt) unless of course you have special tools to do the job.
Ok, now there are a few things not entirely clear, are you saying that you want into BIOS to format the harddive? using the XP CD?
If you follow the right procedure then you can format and re-install Windows XP using the CD. I am not sure what you were doing, that you got all those messages.
Here is how you can do it:
[Mind you if you format the PC and you haven't made a back up of your files, then you will lose all the date that is saved on the partition or the whole drive which you format]
1.) Boot the PC using the XP
2.) Just follow the instructions on the screen
3.) After you press enter a few times, setup shows you all partitions and hard drives present in your system
4.) here, you select a partition or a drive where you want to install XP
5.) Highlight that partition using the cursor key, and then press "D" (this will delete the partition
(on the next screen it will ask you if you are sure, ble bla)
6.) Then press "C" to crate a partiton
Then press ENTER to continue with setup and it then asks you if you want to format the partiton you just created.
