Election after election we noticed that not one party in Pakistan was able to obtain a clear majority. Why not experiment with something different to get rid of lota trading after elections?
Some ideas.
Rotate prime minister post every 2.5 yrs between the two major parties.
Rotate prime minister every year. One from each province. This can get rid of the hatred the smaller provinces feel.

As for as your 1st idea is concerned, 3 prime ministers ruled the country in previous government (Jamali, Shuja'at, Shaokat Aziz), but do you really think they ruled the country? The actual ruler of the country was Mush alone.
In response of your 2nd idea i would like to say that its not a game or entertainment show where we could change prime ministers every year. what impression this would give to the rest of the world. I dont think anywhere in the world this has ever been done.

change of government or prime minister does not pose any challange to the army. They are the actual ruler of the country. :)
