But she has a point of view for not providing it for free and providing at subsidized nominal amount of Rs 3.

(1) one who pays doesn’t waste the food as is common practice at free food provider centers like Sailani
(2) Paying (even a nominal amount) for what you eat does not hurt self respect of poor people
(3) She said she doesn’t demand from those, who can’t pay.

So its a real appreciable work she is doing.

I think what she is doing is very noble and I agree with her philosophy of having the 3 rps cost.
