If you lost love one due to circumstances you don't have control on. You will not be guilty and will be missing that person with the thought that if that happened / not happened we were together. But, you lost that person because of your own actions, you could do something but didn't do that lead losing that person, the there is guilt which confiscate all rights.

doosri situation is when loose everything after you lost a person. In that case 'wisaal' is out of question and the person lost sense of happiness and sadnees... wo jo kehte hain 'pathar ka ban jana' wo wali situation
