Basically there are 2 types of policemen - Efficient and inefficient 
But both categories are FULL police walay - with equal powers and rights
It depends on the police management how to utilize these 2 types

The most difficult and most thankless job in pakistan.
These people stand on the roads under the scorching sun and mannage the trafic flow so that people could reach thier destination on time and the dont have to burn their skin under the sun which is blazing fire, the temprature now is 46C (116 F) under the shade. And these poor fellows dont even have any shades.
We, the citizens are never thankful to them, never appriciate thier hardwork.

I agree! We tend to generalize considering a few bad examples, which is not fair on our part AT ALL.
