If you come from a Muslim country like Pakistan or Bangladesh, USCIS treats you “special.” You have to go thorugh a “special registration” where all our information is entered and re-entered, they want to know EVERYTHING when you enter and leave US. This is done at the airport. This special regisration has a “FingerPrint Identification Number” called FIN#. Its an 8 digit number that is on file so your finger prints and all other information is there. Since you are from Phillipnes, this doesn’t apply to you.
I think they do it for everyone regardless of the country, though I am not sure. Basically they use it to check all the background data before letting you back in the country to make sure you've been a good boy while in the US :) It enhances border security.
after sept 11th,the FIN process was started for all the legal Muslim Aliens living in the US. but, it was stopped after finishing Muslims btw the ages of 18 to 45 from 32 countries in 2003. Now, almost all the visitors have go thru this process upon entering the US. Immigration does have a special room, where u may have go thru strip search if required.
