Nuclear program was initiated by Bhutto, developed by many engineers, scientists, technicians, smugglers, middle-man etc. All the army had to do was chowkidari and in that too it failed.
US has it's own issues to deal with, but our army is simply not a fighting force, it is a ruling force.
