Ok. Let see.
Dogs usually like to stick their heads out while you are driving because they like the wind blowing on their faces. This little dog was sticking his head out and the wind was pretty strong and it threw him out of the car. Two kids are leaning out to pull him back in and their mom has told them that since the dog fell out, next time they’ll just keep the window shut and since the dog likes to feel the wind on his face, you two kids will take turns and blow on his/her face.
Now get it? 
Looks like a cat to me.
