I am a proponent of private sector, but the dynamics were different when everything was nationalized and only govt was providing jobs. Heck, no jobs is part of the reason we got Isis in Iraq.
Local jobs in govt do help people get a stake in govt and society of a country. You would have to do that in Baluchistan if you truly want to end the insurgency there.
