Dunno about RAW's raw performance.
ISI has done a lot of good (certainly some flaws exist too). Look over any border of Pakistan and see how the other side is doing. If the other side is driving BMWs, eating halwa all the time, and living in mansions, ISI should be blamed for not working for the benefit of Pakistan.
Stand on the Punjab border and see how Bharati Punjabis are doing. Are their houses bigger, their cars better, their bank balances fatter?
Stand on Sindh border and see if Rajisthanis are eating Doodh-Malai (Milk with extra fat), or flying in private airplanes.
Stand on the Balochi border and see if Iranian Balohis have got some magic carpets, some high tech IT centers, or some big time gaseous gas royalties coming through.
Stand on Frontier's border and see if their Pashto-Dari-Uzbek-Tajiks are enjoying the lifestyle several times better than of their counterparts on Pak side of the border.
Mind you, Pakistan achieved it's level of prosperity in the last 60 years. Back in 1947 every region bordering the areas (now Pakistan) had better outlook and comparable if not better resources.
So thank your lucky stars that Urdu People (UP) in Pakistan have 100 times on average better life their cousins back home in UP and Bihar.
