if you look closely with a biased view, you would notice that KPK govt has been seen implementing most of its manifesto promises while PMLN has put aside its manifesto as mere ‘josh-e-khitabat’.

ISLAMABAD: Pakistan has made some headway in its efforts to arrange funds for the multi-billion-dollar Diamer Bhasha Dam as Finance Minister Ishaq Dar announced that the world’s two biggest multilateral lenders have agreed to finance the mega project, which has been facing delays for a decade.

Speaking to the media here on Tuesday, Dar said significant progress had been made in arranging funds for the multi-purpose Diamer Bhasha Dam, estimated to cost over** $12 billion.**

He said the Asian Development Bank (ADB) had agreed to become lead-manager of the project and the World Bank too came on board lately.
The World Bank (WB) has withdrawn its condition of seeking a no-objection certificate from India for releasing funds for the dam. “We have convinced the WB that it is not legally necessary to seek the NOC from a neighbouring country,” Dar said.

Earlier, the WB had refused to finance the dam on the grounds that it was planned to be constructed in a disputed territory, thus, an NOC was needed from New Delhi.

Pakistan will construct the dam in Gilgit-Baltistan aimed at generating 4,500 megawatts of electricity and storing water for irrigation. Both former military ruler General Pervez Musharraf and former prime minister Yousaf Raza Gilani laid the foundation stone for the dam, but without arranging funds.

ADB Vice President Xiaoyu Zhao also met with Dar here on Tuesday. In the meeting, the minister sought ADB’s assistance for the dam and Zhao promised to work with Pakistan.Dar said only one institution could not provide over $12 billion, therefore, Pakistan would approach all international lenders. The ADB has agreed to become lead finance manager for the project.

**“We have made it clear to the ADB that the country’s first priority is the Diamer Bhasha Dam and after that it will consider constructing the Dasu Dam,” he said. **

The previous PPP government had abandoned the Diamer Bhasha project and opted for Dasu Dam, the minister claimed and said Dasu was run-of-river project while the country needed big reservoirs for water storage.The government has assured the ADB that it will address its concern over the land acquisition policy while speeding up land acquisition for the dam.

Quoting Zhao, a statement issued by the finance ministry stated the ADB was supportive of Diamer Bhasha Dam. “We have now moved ahead and work to find a way to structure it and we are already looking at various models in this regard,” said Zhao.

***According to Zhao, the ADB was appreciative of the bold steps taken by the present government for reviving the economy, especially the clearance of circular debt which was essential for attracting new investors and financing in the energy sector.


The ADB vice president said time had come to begin a new relationship with Pakistan and he wanted to reverse the present trend of negative inflows from the ADB.

He assured Dar that the bank would soon release $430 million for the income support programme as it shared Pakistan’s policy to support poor sections of the society. He said the ADB was committed to the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, a project also facing delays.

Dar told Zhao, who was heading a delegation, Pakistan wanted to establish 10 coal-fired power plants in Gadani, Balochistan. The government has already acquired 1,800 acres of land and intends to acquire the remaining 3,200 acres shortly.

A jetty is also being constructed to facilitate import of coal for these plants. Furthermore, the ADB has been requested to fast track release of $900 million for converting 1,200MW power plants into ones based on coal.

Chinese assistance sought for coal gasification
The Pakistan Muslim League-Nawaz government, in its efforts to give a push to the coal gasification project initiated by scientist Samar Mubarakmand, is seeking Chinese help for developing a large underground gasification facility in Thar coal fields.

Pakistani and Chinese officials are expected to take up this proposal in upcoming talks which will be held in Islamabad this week, officials say.

The government has also assured **Mubarakmand **of the release of funds for the underground gasification project, which requires Rs8 billion to generate 100 megawatts of electricity. Earlier, during the tenure of the previous government, progress on the project had been hampered by delay in release of financing.

According to sources, a high-level meeting, held on July 11 and chaired by Petroleum Minister Shahid Khaqan Abbasi, discussed proposals to be submitted to the prime minister for developing Thar coal fields for power generation.

The minister highlighted the looming energy crisis and underlined the need for tapping coal resources present in the country to bridge the gap between demand and supply of gas and electricity.

The director general minerals gave a comprehensive presentation covering the overview of coal resources, status of Thar coal fields and development challenges. He proposed technical cooperation with China, the US and India for integrated coal mining and power production and developing a test pit in Block 5 of Thar fields to determine mining methods and cost.

In the meeting, **Mubarakmand **supported digging the test pit in Block 5 where a pilot study for underground gasification was already in progress. Coal excavated from the pit can be used for overground gasification.

He also made a presentation on the status of the underground coal gasification project and its worldwide status.

Pointing out that in the challenging geology of Thar coal fields mining could be expensive and difficult because of multiple layers of aquifers, he said the underground gasification technology could overcome the challenge.

Mubarakmand suggested that for a large-scale underground gasification project, Pakistan could collaborate with China Coal and Mining Technology University.

He also highlighted that the delay in release of funds had hampered progress on the project as Rs8 billion was needed to set up a 100MW power plant.

The meeting participants decided to seek Chinese assistance for clearing concepts and developing a large-scale underground gasification facility. They also agreed to facilitate the release for funds.

New stakeholders: IP gas pipeline could be extended to China

Setting aside fierce US opposition to the Iran-Pakistan (IP) gas pipeline project, in a strategic move, the pipeline may be stretched and connected to western China as Islamabad and Beijing have made it part of the planned economic corridor.

Earlier, India was actively involved in the pipeline project, but withdrew following a civil nuclear energy agreement with the US. Now, prospects have emerged that China will replace India and receive gas from the pipeline that will connect Iran, Pakistan and China.
According to sources, Pakistani and Chinese officials will discuss the laying of the gas pipeline from Gwadar to western China in a meeting to be held here on August 26. They will also take up a proposal about constructing an oil pipeline between the two countries.

The two sides will sign a memorandum of understanding (MoU) on the economic corridor, which had already been approved by the cabinet.
The upcoming dialogue is a follow-up to Prime Minister Nawaz Sharif’s visit to China in the first week of July. During the trip, Chinese companies expressed interest in laying the gas pipeline from the Gwadar Port to western China. Iran has also expressed interest in stretching the pipeline to China.

As part of the economic corridor, Gwadar Port will be connected through road and rail links to China which will help enhance trade between the two countries. Oil and gas pipelines will feature in the economic corridor, providing much-needed boost to economic activities in insurgency-hit Balochistan.

Pakistan government has asked Iran to bear the entire cost of the gas pipeline as it has found it difficult to arrange funds from some countries following pressure from the US.

The US is pressing Pakistan to shelve the IP pipeline and rather focus on the TAPI gas pipeline which will start from Turkmenistan and reach India through war-torn Afghanistan and Pakistan.Iran has already committed $500 million for financing Pakistan’s side of the pipeline but Islamabad insists that Tehran should enhance the credit limit

Total cost of pipeline construction in Pakistan has been estimated at $1.5 billion. To cover part of the cost, the government will award a contract for engineering, procurement and construction (EPC) to Iranian firm Tadbir Energy.

“We are waiting for a response from the new Iranian government,” an official said, adding Tehran had already assured the previous government that it could enhance the credit limit if required.

Under the project, Pakistan will import 750 million cubic feet of gas per day (mmcfd) with an option to increase it to one billion cubic feet. Of the import, the Balochistan government seeks to consume 250 mmcfd at the Gwadar Port, which may encourage the central government to purchase more from Iran to meet needs of the least developed province.

**ISLAMABAD: **The federal government on Monday gave clearance for construction of 4,600-megawatt Dasu hydropower project and also decided to be a partner in the four-nation electricity import project.

The decisions were taken in a meeting of the Central Development Working Party (CDWP), headed by Planning and Development Minister Ahsan Iqbal. The** Dasu project is expected to cost $7 billion.**

The CDWP also cleared 13 new development schemes in the field of energy costing Rs103 billion.Finance Minister Ishaq Dar said the government would start work on both Dasu and Diamer Bhasha Dams simultaneously. Earlier, he said, the plan was to first complete the Bhasha Dam and then kick off the Dasu project.

The CDWP noted that Diamer Bhasha Dam, a multipurpose project that will produce 4,500MW and irrigate large areas of farmland, took precedence over all other projects in the water sector. Owing to financial crunch, the committee agreed that the government may first build water reservoir of Diamer Bhasha Dam.

This will not only provide water for irrigation but will also make additional water available in off-season for Tarbela and other power houses for generating electricity at a time when water supply slows down.

The CDWP also paved the way for the country to join a much-delayed CASA-1000 project, designed to import 1,000MW of electricity from Tajikistan via Afghanistan.On its side, Pakistan would bear a cost of only $200 million, said Dar, adding after CDWP’s approval, the cabinet would also clear the project on Wednesday.

The CDWP also approved the PC-II for conducting a feasibility study on the Gadani power project costing Rs100 million. The cost of the study, to be undertaken for construction of an energy park to produce 6,600MW of electricity, will be borne by the federal government.

A company named Pakistan Power Park Management Limited has already been established to arrange funds through a special purpose vehicle to finance projects in Gadani.

Three hydropower projects sponsored by the government of Khyber-Pakhtunkhwa were recommended by the CDWP for approval by the Executive Committee of National Economic Council (Ecnec).

These were 150MW Sharmai Hydropower Project costing Rs33 billion, Engineering Procurement and Construction (EPC) of Shogo-Sin Hydropower Project District Chitral worth Rs27 billion and EPC of Shushgai Hydropower Project District Chitral costing Rs29 billion.

The CDWP can approve projects with cost up to Rs1 billion and clears over Rs1 billion worth of projects for consideration of Ecnec.
Under Punjab’s Renewable Energy Development Sector Investment Programme, revised PC-Is for construction of five hydropower stations (run-of-the-river projects) one each at Chianwali, Pakpattan, Deg-out Fall, Marala and Okara together costing Rs12 billion were recommended by the CDWP for approval of Ecnec. Eighty per cent cost of these projects will be met through an Asian Development Bank (ADB) loan.

The CDWP also approved two projects of the Pakistan Atomic Energy Commission – Detailed Exploration of Uranium Resources in Bannu Basin and Kohat Plateau Phase-II and Detailed Exploration of Uranium Resources in Dera Ghazi Khan Phase-VIII costing Rs634 million and Rs726 million respectively.

A revised PC-I of the Pakistan Nuclear Regulatory Authority titled “Establishment of National Dosimetry and Protection Level Calibration Laboratory” was also cleared.

Planning Minister Iqbal stated that the government was giving priority to making the country self-sufficient in cheap and affordable energy. If a proactive approach was not adopted for building water reservoirs, the country may face bigger problems in the next 10 years, he said.
