Even though they are the largest party in punjab, even they know that their mandate is not as huge as it eventually was declared. Hence the fear. Non party elections also have other factors.

PTI has some grassroots presence in punjab and a strong LG elections performance by PTI would put onus of development on PTI shoulders and resultant credit would also have PTI’s name instead of provincial government. So shahbaz sharif sb apni tasweer nahi laga sakayn ge. Plus it would really hurt SS’s ego to give funds to a PTI nominated candidate.

local representatives without party tag would be easy to intimidate than a party one.
All in all, this move shows that PMLN has not learnt much from the past. Such a huge presence in punjab and such sad insecurities.
