no particular reason why its on a specific day i guess...its one of those 'awareness' holidays. no point in it being a public holiday though, u can spread more awareness of it in schools/institutions on that day like other social/health awareness days like breast cancer awareness day, world aids day, international womens day, anti-narcotics day etc etc.

Its been celebrated in Pakistan since 1990, as protest against Indian control of part of kashmir.
