When I tag a person in my pic (which is visible to only selected friends), would that person’s friends be able to see that tagged pic?

I think yes, as I believe, once you tag someone in a pic, that pic becomes his/her’s as well.

Yes. If that person has allowed his/her friends to see Photos and video in which he is tagged in

Depends on how your friend has put the permissions. Suppose if I was the friend with the picture and I only let my friend see that pictures then u can comment on it. Saby, being your other friend (not my friend) would not be able to see my picture.
