culture barriers? even in western countries where moderate islam is flurishing, female muftis are no where to be found. how come in these not so narrow-minded socities muslim women are not taking any interest in being a mufti. don't tell me they have better things to do than to sit and issue fatwas. that will bring us back to the whole issue of having interest in such issues. so its not much of a cultural reason then. personal choice does count a lot.
Why do you guys get so riled up everytime someone should mention the words 'cultural barriers' and 'women' in the same sentence? Take a deep breath.
Unless you're a woman (which i doubt), then i don't think you would understand the concept of cultural barriers and women's pressures. Regarding the comment about Muslim women in 'western' countries - read some (albeit not all) of the writings by Muslim women where they discuss how they are treated when they try to be elected onto a position of the mosque's executive committee - and the type of responses they receive. It's not for lack of interest that Muslim women haven't been more visibly 'active', it's cultural barriers.

thats strange. how come they never went to courts to demand justice against such discrimination?
