Its not the social media, or softwares responsible for spreading lies. Its people or rather sheeple responsible for it.
This is equivalent to fatwa against internet for hosting porn. :/

if you intentionally and knowingly spread false info/rumor then it should constitute a sin [gunaah] which has the potential to create 'fitna'. creating a fitna is a major sin.
however, if you don't do the above, i don't see any harm in using tweeter.
as pointed out by Humaira, this can apply to any social media.

There are advantages to social networks, but they can also be (and prove to be) breeding grounds for fitnah.... Is main koi shak nahi.

You are right. Even books have advantage, but they can also create fitna (we have books of propaganda, books teaching evil things, books spreading ignorance, as well as pornographic books ... so on) ... and in reality, many books are truly breeding fitna (just like some retarded Muftis) ... aur iss may bhie koyie shak nahi hay yea sab ho raha hay.
But then, yea bhie shak say bala tar hay kay ... one cannot ban books, as then even Quran would get banned.
Simple rule is: One cannot ban means of communication on basis that some communication using those means are bad. What is communicated is nothing to do with means of communication.

Good grief, Saleem...when did I say that social networks should be banned? I never did. I only said and agreed with the view thar they are breed grounds for fitnah.

Muslims need to learn how to do two things:
a) How to discern the actual problems
b) How to ensure we are propagating truth
We need to recognise that people do not necessarily tell truths, they will also tell opinions but they are not always versed enough to know when their words are mere opinions or not.
Secondly if we are familiar with this issue in ourselves we need to be aware that similar problems are likely to be in many of us. So many people all sharing "ideas" that may be half baked. Eventually when several people echo half baked ideas they gather this momentum as if they are ratified and objectified truths. In turn these then get propagated to the effect that the Mufti is seeing on the network.
If we were more careful with our language clearly stating where we heard the information, whether we checked up on it and what we did to check up on it and whatever information we have to qualify the opinion then all would be doing the same we could better preserve the intent of the original utterance.
The problem is not with social media - social media merely makes this phenomenon more prevalent and more rapid.
A better fatwa might be: (at least in the sense of putting the blame where it is due)
Before going online to social media sites Muslims should go on a few courses like ABCs of ensuring truth prevails in social discourse, how to avoid slander and false propagation, how to detect opinion over fact, critical thinking, etc ... sort of like a social media driving license for Muslims. Allahu'alim
This way instead of discouraging Muslims from using these tools, they can encourage Muslims in stepping up to their usage in a professional manner and it encourages us to learn more and it stops the secular mindset that certain things are Islamic and other things are not ... rather than putting the blame on the method and mode of use they seem to be putting it on the thing itself.

All these "Fatwa Factories" are run by muftis who usually have a quota to meet and who have Absolutely nothing constructive to provide to humanity.
