perhaps at first, younger leaders can come to the forefront at district and municipalities or even provincial levels, run their offices and prove their leadership abilities. and when they have accumulated enough governing and public service experience, dealing with people across all sectors of the nation's private and public circles, then they should campaign and go through the process of getting elected in the higher executive branch of the country's govt. system.
