Uff! He didn't say that, but its the logical conclusion. If you kill someone and it was "your destiny", then you wouldn't be punished for it. Why? Because Allah SWT is Just and Fair and he wouldn't punish a man who had no free will in committing murder.

^As I said Imam Ghazali isn't discussing moral choices here so killing someone or cheating on someone is out of the question. There's destiny and then there is a choice given to humans to choose between right and wrong, you have no power over who're you going to marry or how much wealth you'd earn but you have a choice given to eat from halal or haram's earning and indulge or stay away from sexual sins.
