What is the FORMAL relationship between Pakistan and these areas? Is it sort of like how the US government’s relationship is with the American Indian Tribes - a nation within a nation?
Or are the citizens of FATA considered Pakistani citizens - having the same rights and responsibilities of other Pakistani citizens?
It seems GoP has no authority over these areas. How has that come to be?
There is no provincial assembly representative from FATA, even though FATA is part of NWFP but it is not under the control of the province but direcrtly under Federal Govt. hence only national assembly representatives are elected.
The laws residents of FATA are governed by are quite different from the rets of pakistan. They are governed by the frontier crimes regulation, a backward exploitative colonial system introduced by the British and maintained by the GoP because it allows ease of exploitation. The political agents posted in FATA used to serve virtually as Kings. They are not accountable to anybody save the governor of NWFP, Federal minister SAFRON and President of Pakistan. Till 1997 the locals were not allowed to vote directly, their MNA's were selected through tribal maliks..also political parties were not allowed to operate in the area, the end result is politically the only two groups that have been allowed to develop are a pro gov rich class that sides with the gov in power and the MMA because madrassahs have been allowed to develop freely in the region to support the afghan mujahidin and the taliban.
FATA has no respresentation in the National finance commission which distributes money to the provinces and it's only source of development is federal expenditure, which was generally unaudited and dependant on the interest of thee gov at the time. According to most estimates it had till recently the lowest per person expenditure of any region in Pakistan, while at the same time the GoP was unwilling to reform the system because of the huge benefits civil servants and military officers benefitted from postings there,

Is there any site/link giving the statistics of budget etc.
Moreover, I think they have some representation in Provincial Assembly as well.
FATA is what the name says. Federally Administered Tribal Areas? The operative word is "Federally", means its not part of any Province. Its not part of NWFP as someone mentioned in his/her post.
Just like Islamabad is Federally Administered , so is FATA. Although FATA does not abide all the rules and regulations of pakistan govt.
Islam does not believe in Tribalism? That is new one to me. What was "Quresh" which Prophet Mohammed was so proud of to belong with?

Islam very much believe on tribalism/Nationalism. In various Islamic wars, the warriors used to fight under the flag of their tribes and they used to sing their tribal songs as well.

Islam do believe in tribalism as belonging to the Banu Taim, a sub-clan of the Quraish tribe was also one of the biggest factosr behind Hazrat Abu Bakr’s appointment as 1st caliph , coz Hazrat Umar feared that Quraish wouldn’t baith on Ansari caliph .
Rather asking me doing me homework , you better ask those blind mullah followers to read some islamc history .

Asabiyyah is not appropriate word for Nationalism and Tribalism. Rather it means prejudice and racism
