I think he put Zakaria (the man seems to have an inflated opinion of himself, never liked him that much) in his place.

Probably some of it WAS mismanaged but $5 billion as Mush rightly says is a pittance compared with what the US has been spending in Afghanistan ($140+ billion and still 50% of the country is under the control of Taliban)
