There could be many reasons
1. They dont believe in the hadith and dont think there is anything wrong with it
2. They believe that it is wrong but choose to sin(like billions of other people)
3. They believe its wrong but dont care

some scholars rule that camera snaps r not exactly equivalent to hand-drawn (or painted) portraits and hence allowed....
