He should finish the entire manuscript (story/stories) first…and then work on a cover letter/query letter. Then…he should start his research on literary agents and publishing companies that are interested in books for children. It’s a time consuming process but not impossible. I wish him the best and hope that he finds a good publishing house for his book:)
