totally depends on what you are considering as "Failure".
Any list that has put China at #52 in failed states list, is not credible

Yeah but dissing the nieghbours keeps them in thier place too.
An old addage is that if you cant make your own world good wreck everyone elses too that way it’s all the same and all’s good. 
I admit India is lucky to ve some loyal leaders whereas in Pakistan we don’t ve even a single leader who is loyal to the county.
