How to restore Dell Vostro 1014 to factory settings without system image or windows installation disc ?

Do you still have recovery partition?
If yes try...
Press F8 when laptop restarts(at dell logo) and chose recovery/restore option from menu.

If NO try.....
Ubuntu

you already have deleted everything out of your partitions I guess. So you can't run factory reset. Unless if the windows in the same original form as it was then yes you can run it.
