The only logical explanation that comes to mind is that over time culture shapes the way our brains work including personality and people with certain features are found in certain regions, such as brown eyes are usually found in Asians.
So its the effect of the culture in a particular region with those features, not the facial feature.

They can in the sense that the attitude/emotions u frequently can, over time, leave their mark on your face. For example, someone who has experienced long-term grief....that sadness reflect in their eyes and other features. Similarly someone who is often worried, angry, or arrogant....these emotions/attitudes can reflect themselves in not only facial features, but body language, tone of voice, etc.
So, to an extent it makes sense. Majority of the messages we send are nonverbal.
I don't think you can treat facial features as a guarantee because they are cases where some can appear to be nice/trustworthy and turn out to be otherwise. I guess that's where "don't judge a book by it's cover" would apply. However, experts in body language would be better at detecting subtle things like a difference between a genuine smile and a fake one....whether one is being honest or fibbing.
What I find more interesting is the topic of vibes.....as in sometimes no matter how nice a person appears....you just get this unexplainable vibe that you don't quite trust them or like them or connect with them the way others around you do. Or maybe there's nothing mysterious about this at all and it's simply a matter of some people picking up on subtleties better than others.

Agree with redvelvet, wht u go through ur life, ur face, eyes reflects it but u cant judge by that. Surveys n researches ka kia hai, aaj ye results hain kal is k against results aa sakte hain. I think some regional survey hai ye.

In the animal kingdom animals with forward facing eyes are predatory and as a result people with eyes closer together seem to be perceived as cunning and animals who are prey such as rabbits have eyes on the sides of their heads to give them better peripheral vision so people with eyes further apart seem to be more innocent looking.
In Europe for a long time people had the perception that to be a "high brow" (a person with eye brows high on their face) meant you were noble and smart and "low brows" were considered dumb and of low lineage ...
wrinkles on forehead ... Thinker/worrier.
wrinkles on eyes ... Sunbather, laugher.
popping out eyes ... Angry, or volatile person ...
bags under eyes ... Frustrated, jealous person ...
quite a lot of it is in the eyes ... Spectrum eyes ... Eye 2 Eye
but also nose can be that way too ...
Flared nostrils sharp tip can seem to be a sinister person ... Big round nose a bit simple minded ... And so on ...
