Assuming a length of 45 inches and flare of about 8 yards, you'll need 8.5 yards or 7.5 meters fabric if the width of the fabric is around 60 inches. Normally plain net comes in 60 inches width and you'll make around 30 panels for the skirt with 10 inches panel each.
