I don’t know any designer off the top of my head that uses tweed but it’s just something popular that is good for winter.
It’s not a popular in Pakistan as it is abroad for menswear simply because it doesn’t get that cold over there, but I’m sure you can find it.
Try to hit up a shop with a wide selection of fabrics like Portia on Tariq Road. I don’t know for sure if they carry it, but I remember they had walls and walls of fabrics to choose from. If you have a good tailor in mind, get it custom made. I know for sure though many fabric shops carry it.
