I like shadow insurance from Too Faced or the primer potion from Urban Decay works well too

I've used urban decay & too faced shadow insurance.

I prefer the too faced one better though. x

I like Too faced and tarte, both available at sephora.

Painterly is a neutral base. You can use the other colors to make certain shadows "pop".
