What are some good utilities that can be used to extract a website so it can be copied in its entirety and run locally?

Do a google search for “website ripper”, you’d find tons of them. Personally I’ve been using BlackWidow for years.

Tofi - I scanned the website and saved it as a .web file.
I want to put this website on a CD and be able to browse it offline on another PC. How do I go about doing that? Does the other PC require blackwidow installed?

Yes, to open the .web file you would need BW on the other computer as well. What you can do is just save all the files in a folder structure while scanning. To do that go to General Options when you start a scan and put a check in DownloadWhile Scanning and then put a check in Preserve structure path.
