Shu Uemura’s eye light pencil white is exactly what you’re looking for. There are even two types, one end is a pearly white and the other end is a chalky white. You can wear the pearly color on the corners of your eyes to brighten them up, and the chalky white can be used under eyeshadow like you mentioned. But I think Urban Decay’s Eye Potion Primer might be best for that. I find the MAC paints too creamy rather than light.
