Well it happens in pathan families mostly. If there is no older guy left in the family then they marry their daughters with younger ones. And if there is no guy left at all neither young nor old then Quran se shadi hoti hai :)
So when the 11 y/o kid grows up he feels the need of a young wife or atleast wife of his age...
