We have some helpdesk people who need to have the ability to create, edit and delete contacts. I have given them “Account Operators” and “Exchange Services” membership; however, it does give them the ability to create, edit and delete users, but not contacts.
So far, the only solution I have found is to give them admin rights, but of course they can’t be given admin access to the Exchange server. Is there any other way to accomplish this?

I don't follow. You just want a few people to create/edit/delete contacts?
If yes, just go to ADUC, right lick on the OU where the contacts are going to be and click on Delegate Control, add the group where those helpdesk ppl are, then choose Custom task, select Contact Objects and that's it.
Hope that was it. This wouldn't really have anything to do with Exchange, just the AD.

You’re right, it really was an AD thing, but since I was working on AD from the Exchange server, I didn’t really think about it
