They suppose to measure what have you learned throughout the semester. Of course, you have paid tution fees for the semester, therefore, at least, what I consider is, did I take money seriously? Did I overcome upon my expectations? Did my expectation comes true or even found my skills great, better than my expectations, in the end of the semester?
That's why I consider, Exams surely do check our skills of learning; and I think they do possess great measure!

Well, as I consider, professors expect students to teach them in the end of the semester or in every test. I always take test, keeping in mind, that I have to teach the teacher. He/she is expecting me to show what I've gained/learned from him/her. Of course, they'd want their students to be at their best. Question of making a test easy or hard is in the hands of a instructor. He/she can read your mind by measuring your results in tests/papers/homework.

They are supposed to measure how much the students know. They actually measure nothing succesfully, atleast beyond high school.
GPA, personal expectations of professors, self gratification and feeling of achievement.
easy - a good deed
hard - sadism, revenge from innocent students for their horrible past etc :biggrin:
