Yes they are qualified for it,if not through academics (all officers do graduation in PMA, Kakul in different subjects).
An Army officer throughout his career deals with situations involving financing, administration and HR, marketting(while he gives presentations to own staff,senior staff and foriegn dignataries e.g. IDEAS 2000 series of exhibitions), security and heads projects under Army regulations which may range from civil works construction to technical equipment installation and maintenance.
