ISLAMABAD: A retired brigadier, the registrar of the Army-run National University of Modern Languages (NUML), on Thursday assaulted his respected professor colleague when the latter questioned the role of General Musharraf in brokering a deal with the PPP through the NRO.

The staff room discussion on President Asif Zardari’s alleged corruption and Gen (retd) Pervez Musharraf’s role in granting a clean chit through the NRO, infuriated Brig (retd) Obaidullah Ranjha to an extent that he started hitting Prof Tahir Malik like a punching bag, leaving the latter virtually unconscious.

The incident triggered protests by the university students, who blocked the road and chanted slogans supporting the victim professor, Tahir Malik, and demanding the removal of the brigade of brigadiers, led by Rector Brig (retd) Aziz Ahmad, and assisted by the brutal Brigadier Ranjha and Brigadier Saulat Raza.

Tension gripped the university premises with all gates closed and cellphones switched off. Brig (retd) Ranjha, instead of regretting his act, said he wouldn’t care in case an FIR was lodged and defended the use of muscle power, saying: “If somebody disgraces the Army and its institution, what should I have done?” and asked the media to write whatever they wanted, adding: “I’m not answerable to you.”

The NUML administration reacts so loudly against the people questioning the Army’s role that it has taught a lesson to two civilian teachers in the short span of two weeks. The university’s journalism department, headed by Brig (retd) Saulat Raza, an ISPR veteran, recently sacked a journalist, Azaz Syed, who was in the department’s visiting faculty, after he did stories for his newspaper critical to the Army and the ISI.

The NUML is fast gaining notoriety as the recent audit report exposed rampant corruption with the auditor caught the rector and the university’s senior staffers committing different irregularities, obliging their near and dear ones, and fleecing money in the name of watchmen. The tension between the academic staff with civilian background and military background is growing by the day, making the situation worse.

As far the unfortunate thrashing incident is concerned, it occurred in the International Relations Department where Brig (retd) Ranjha was invited to attend a reception ceremony of the students where a discussion on the political situation started. As Ranjha criticised President Asif Zardari and lamented the country was being run by incompetent politicians, Professor Tahir Malik intervened, questioning why Gen (retd) Pervez Musharraf brokered the deal with the PPP.

Tahir Malik, who is the son of the rector of the Islamic International University, said the politicians were always hounded and one should respect the mandate the public gave to them.

Brig (retd) Ranjha, whose appointment has also been criticised and declared illegal in the recent audit report, had also to face criticism on this count. “You have been appointed registrar without any advertisement. You don’t qualify for the position for not having the required academic experience of 15 years. You should set your house in order before pointing fingers towards the politicians. One should preach what one practices,” Tahir bluntly said, addressing Brig (retd) Ranjha.

Facing humiliation of his person and the criticism of the military’s top brass role in political bickering, in the presence of a TV journalist, sank Ranjha into chair, his shoulders drooped. But he took no time to stand up and leave the place, only to return within 45 minutes. As Ranjha arrived again, he took Tahir Malik along, saying some urgent business was to be discussed. As they walked away from the staff room, Ranjha started hurling abuses, hitting Malik on the face, kicking him on the upper part of the legs. But doing all this could not alleviate his anger. He then struck in his chest with head like a goat. Malik, who is a heart patient, fell on the ground.

In the meantime, the staff and students of the IR Department rushed to the spot, liberating Malik from the clutches of Brig (retd) Ranjha, eyewitnesses said. Dr Sohail Ahmad, head of the IR Department, who was an eyewitness, told The News he had witnessed this unfortunate incident. “Tahir is my faculty member and he was a clear victim,” he said. “We’ve demanded justice as the matter is now in the hands of the rector.”

The rector, when contacted, appeared to be very calm. Instead of going into the details of the incident and who the aggressor or victim was, he said an investigation into the incident is under way.

As far as the sacking of a journalist teaching in the NUML’s Journalism Department is concerned, it is yet another case in point of how the Army-run institution demonstrated intolerance towards freedom of expression. Azaz Syed, an investigative journalist, first had his house attacked on January 19, a week after a premier intelligence agency warned him against writing about its chief. Some days after this incident, Brig (retd) Saulat conveyed to the journalist not to come to the university for he had annoyed the institution of the Army, Azaz told The News.

Later, he was asked through the clerical staff of the department not to come till further orders. The students protested on the sacking of Azaz. Brig (retd) Saulat told the students that he could not bring him back because his own job would be in danger in that case, a student who gave audience to Saulat, later told The News. However, Saulat, when contacted for his version, denied anything like this had happened.

Without going into too much details, I can tell you for sure this guy is a major A-hole army walla and needs to be kicked out of NUML. NUML has been severely mismanaged by the presnt rector, who by the way was a brig. and Musharraf's scotch drinking buddy and retired from the army (so that he doesnt have to leave his post of rector) as soon as Kiani came in and started kicking out serving army officials from civilian posts. He has a huge fleet of cars in NUML for HIS own family, both his daughters were the 'annual' scholarship recipients and all his rishteydaars are employed there now. This idiot who beat up the professor was also one of his musharraf loving comrades and was hired for 'security' and so far hes done nothing but make life miserable for everyone there. When you treat the faculty like this, dont be surprised when they catch the next plane out of Pakistan whenever they can!

ISLAMABAD: The Presidency has expressed its serious displeasure and ordered an investigation on Friday into the public beating of a university professor by a retired Army brigadier who has also prevented the registration of a criminal FIR by the injured professor.

Presidential spokesman Farhatullah Babar condemned the thrashing of Professor Tahir Malik of the National University of Modern Languages (NUML) and ordered an investigation into the incident. President Asif Zardari’s spokesman Farhatullah Babar termed the professor’s humiliation a sad incident, and condemned it. He said President Zardari had sought the report in his capacity as Chancellor of NUML.

Meanwhile, Brig (retd) Obaidullah Ranjha, Registrar NUML, who had assaulted the professor had yet to be even called in for a formal enquiry by police till the filing of this report late Friday night. The university administration is clearly supportive of him as well as he has not even been suspended or reprimanded by the university rector, who according to professor Tahir malik had been supporting all actions of Brigadier Ranjha in the past and was his “supporter and mentor”. Talking to The News, a badly hurt professor Tahir accused NUML Rector, Brigadier (retd) Aziz Ahmed of being a party to the criminal actions of his institutional colleague. He told that when he had come to report the incident to the rector right after a fuming Brg. Ranjha had beat him up black and blue, to his surprise Brig. Ranjha was already there and instead of listening to his complaint, the rector “told me to leave and was furious at bringing a bad name to the army and the university. I knew he was in on the whole plan but even then I was astounded by his behaviour”.

The victim professor’s efforts to lodge an FIR have also been frustrated till date, as the FIR is reportedly not possible without the rector’s approval as the incident had occurred inside the university premisis.

When The News contacted the Rector, he flatly refused to give any version or explanation. Sources privy to the incident say that Ranjha beat the respected professor after getting a go-ahead from the rector. When the unfortunate incident took place Thursday afternoon, the university administration initially tried to hush up the matter and went to the extent of pressurizing the head of department of International Relations, the immediate boss of the beaten professor, to write against the victim but the IR head refused to oblige. Now the rector has formed an inquiry committee but the ‘offending’ head of IR Department has been excluded from it.

As the incident sparked anger among the students community, they not only staged protests Thursday night but also announced continuing doing so on Monday in collaboration with students from other universities and demanded the Chief Justice of Pakistan to take suo moto notice of this unforgivable episode.

The academic staff is also resented the incident and equated it to “thrashing of all the professors.” The Senate Standing Committee on Education will take up the issue in its Monday’s meeting. The university having President of Pakistan as Chancellor and federal minister of education as pro-chancellor is intriguingly portrayed as being run by the army.

As far the Thursday’s incident is concerned, Brig (R) Ranjha beat the professor 45 minutes after heated discussion between them. The sources in the rector office says that Ranjha thrashed the professor after receiving the blessing of the rector who was also unhappy with Tahir Malik for his vocal stand against the irregularities in the university. As Ranjha came back after beating Malik black and blue, he was said to have told the rector, “Mission is over”. Moreover, when students were protesting after the incident, Brig (R) Ranjha was seen sitting inside the rector’s office.

It has been learnt that 5the rector office also pressurized Dr Sohail, Head of the IR Department and immediate boss of the victim professor, to write against Tahir Malik that he refused doing and said he was the eye-witness of the incident as his staff was a clear victim of Brig (R) Ranjha’s aggression. Dr. Sohail politely declined to comment when contacted by The News.

The inquiry committee which has been formed apparently to deflect attention from the incident is headed by NUML DG Dr Mujahid Kamran. Prof Dr Anwar Mehmood (of German Language Department) and Prof Dr Sohaila Javed (of Advance Integrated Studies Department) are the committee’s members.

The formation of inquiry committee has failed to bring any let up in the anger of students and teachers. The students kept circulating the message on Friday, as they couldn’t protest for the university holidays till Monday. The message read: “We, the students of NUML, strongly condemn the painful incident in which our respectable teacher Dr Tahir Malik was badly misbehaved with. He was also physically tortured. We strictly demand the suspension and trial of Brig Ranjha. We will not calm down until our demand is fulfilled. We invite the students of all the universities for protest on Monday so that nobody might dare to spoil the dignity of a teacher in future. We also demand Chief Justice of Pakistan to take suo motto notice of this brutal act, mismanagement and corruption of Brig Ranjha in university matters.” As far academic staff is concerned, they are also planning to stage strike on Monday to express solidarity with Prof Tahir Malik.

ISLAMABAD: An audit report of the Army-run National University of Modern Languages (NUML) has found that its Rector, a retired Army brigadier, was also receiving the salary of a night watchman (security supervisor), getting tax rebates as a researcher and had sent his daughter and son-in-law abroad using the university scholarships.



While the NUML management has given some lame justifications for these acts, the auditors have found them unsatisfactory. The report finds that out of three scholarship grants, two were granted to the Rector’s family members. A grant of Rs 15.4 million allocated for setting up linkages and exchange of visits with the Utrecht University of the Netherlands was used for summer vacation in the UK, the USA, France and Turkey.



A hefty amount collected under the head of fine from students was kept aside for discretionary use of the management as “daily expenditures,” the audit report disclosed. Besides, dozens of appointments were made during a period of hiring ban. One such beneficiary, Maj Gen (retd) Owais Mushtaq Qureshi, has now been appointed as Federal Public Service Commission member.



The report finds that Brig. (retd) Aziz Ahmad Khan, the Rector, is not the only official involved in irregularities, he has many partners posted on senior positions like director administration, director finance, director libraries, registrar and director academics.



As for drawing money under the garb of a supervisor of security guards, other beneficiaries include his director administration Muhammad Yasin, director finance Muhammad Ashraf, director libraries Muhammad Abbas, registrar Kamran Jahangir and director academics Saeed Akhtar Malik. The Rector, together with his partners, impersonated as security supervisor to collect Rs 620,549 in extra money.



Defending itself, the NUML administration told the auditors that high-level security was organised for the protection of a sizeable number of foreign military students in the university. “This was the time when the security situation in Islamabad was beyond anyone’s control. It was, therefore, decided that high-level security be organised. This included security provided by the agencies and overseen by senior officers of the university. It would be appreciated that the whole night duty would definitely require compensation. Hence, the amount under observation was paid. However, as soon as these sensitive students had completed stay at the campus, the payment was stopped forthwith,” the NUML said.



The audit report, however, turned down the plea, saying: “Security didn’t fall under the responsibility of the officers mentioned” and directed the beneficiaries to return the money. The Rector’s daughter, Ayesha, and her husband, Waqas Hassan, are named as the two, out of three beneficiaries, who were granted M Phil leading to PhD scholarships for study in Sussex University, UK. The criteria for granting such awards were not adhered to, the audit report objected, noting that there was no provision of awarding scholarship for higher education in the NUML Ordinance 2000.



The university administration responding to this objection said the criteria for selection was transparent, the candidates had fulfilled all the conditions for winning the scholarship and that the Rector was not part of the selection committee.



The Rector’s administrative post notwithstanding, he received 75 per cent tax rebate posing as researcher as the facility is available to those involved in research work. Director planning & coordination and registrar also abused this facility, the audit objected.



The NUML’s reply to this charge was that PhD degree holders from foreign university, who also work as teacher and researcher, qualify for the rebate. This justification was also rejected by the auditors who observed that the facility was available only to full-time teachers.



As regards the use of Rs 15.4 million allocated for setting up linkages and exchange of visits with the Utrecht University, the project was intended to promote research and development at the postgraduate level. A department called “Government and Organisational Science” was to be established with similar system in currency at the Utrecht University. The staff was to be trained by the Utrecht University with its staff biannual visit to Pakistan be arranged. It was not done; instead the NUML management started using it for foreign visits.



“The activities of the project mainly depicts the picture that the programme was made to have foreign visits to UK, USA, France, Netherlands, Turkey during vacations of the university,” noted the audit report.



The NUML administration replying to this objection said that the PC-1 provides that joint faculty visits will be undertaken by the Pakistani side in May and June every year because in June and early part of July, Utrecht’s faculty and administrators are free from their routine assignments and can spare more time for research. However, the management didn’t reply as to how the visits to other countries were undertaken using these funds.

Strong action is required to remind 'all of them' that they are not above the law.

ISLAMABAD: National University of Modern Languages (NUML) was shut down for a week following students’ protest against registrar Brigadier (r) Obaidullah Ranjha, who allegedly beat up Professor Tahir Malik of International Relations (IR) Department with the help of his accomplices.

Contrary to claims of Interior Minister Rehman Malik that the issue has been solved amicably, students from different universities held a demonstration on campus to assert their demanded for immediate dismissal of Ranjha.

In an apparent bid to hush up the matter, NUML director administration notified a weeklong holiday while students stayed highly charged.

Professor Malik ready to face inquiry, still: “Resignation and unconditional public apology is the only graceful way for Ranjha,” suggests Professor Malik, “I believe that every one has a right to disagree but violence is no option. Despite all that (I went through), I am ready to face any inquiry. However, faculty members and students may not accept anything less than a public pardon and resignation from Ranjha,” he said.

The incident that was initially a staff room fight disintegrated into an irreparable loss to a teacher’s dignity when Ranjha, registrar as well as security in charge of NUML, allegedly physically attacked Professor Malik upon inviting Asma Sherazi, a TV anchor, as chief guests for a routine function at the IR Department.

Sharazi told Daily Times that Ranjha was unhappy with her arrival at the university. Later a discussion started about President Asif Zardari, NRO and former president Pervaz Musharraf, heated arguments were exchanged and Ranjha ‘escorted’ her to her car. Later, she said she received a call from one of the students that Ranjha ‘thrashed’ Professor Malik

Civilians outnumbered: A faculty member of English Language Department said retired army officers were heading most of the departments at NUML, which was discriminatory. “Retired army officers are hired on contractual bases so they get better salary packages compared to regular civilian faculty. Number of retied army personals is also higher than that of civilian, which usually results in a depressed and suppressed environment,” he said.

A student of IR said Ranjha has insulted a teacher. “We cannot forgive him (Ranjha) and he cannot get away with it,” he said.

He demanded that number of retired army personnel should be decreased to strike a balance between faculty members on campus. “Our department is understaffed and basic facilities are not available,” he said.

Protest continues: Students will continue to protest till the termination of the Ranjha, he said. Another protest is also scheduled today (Tuesday).

Students of the city’s other universities also turned up.

Yasir, a NUML student, denied Interior Minister Rehman Malik met the university students to pacify them.

He said the protest would continue until the registrar was fired.

The protest prompted the university’s closure for a week.

ISLAMABAD: Brigadier (retd.) Obaidullah Ranjha, the Registrar of National University of Modern Languages, has stepped down here on Wednesday.

Brig Ranjha tendered his resignation to the university’s Rector Prof Aziz Ahmed, who accepted it in the best interest of the university.

Earlier in the day, the NUML Registrar appeared before the four-member inquiry committee and apprised the committee of details about thrashing of Professor Tahir Malik.

He was accused of thrashing and assaulting Professor Tahir Malik. The move angered the students and other professors, who staged demonstrations and demanded his ouster from the varsity.
