Even the local population, barring a few people, didn't view the the civil war as that. I've spoken to older family members and several other people who actually witnessed the events of that era first hand. From what I gather, support for the mujahideen stemmed from wanting to repel the Soviet Union (which although was initially invited, was at that pointed viewed as an invader), not out of misguided notions of a religious war. It was foreign powers, such as Pakistan under Zia, who were keen to label it a religious war.

Mighty USSR is 100 miles from Islamabad. It's close ally India on the other end. Put yourself in Zia shoes. Deny US help and close afghan border as you foresee afghan violence.
