elegy is a poetic praise for a deceased person.

Both are written in remembrance of the deceased.

Elegies are the more depressing, lamenting versions of poetry that praise and miss the dead.

Eulogies praise or appreciate the dead without necessarily turning it into poetry [might as well be a letter].

After defeat in Ghazwa e Badr, at the time of Uhad, Kuffar e Makkah came in field with their women singing/ uttering eulogies for those who were killed in Ghazwa Badr to instigate their relatives and friends for revenge.
