What year are you? What class is this? Whats the essay asking for?
Given what you're talking about, I'd suggest writing about the War Measures Act. Were these powers necessary? Was Trudeau justified? Was it viewed as a deliberate threat to french canada?

May be establish a timeline of events to set the landscape of your essay.
Also talk about how the War Measures Act and the requisition of the military was sometimes mistaken for martial law imposition… in actuality the military was simply supporting civil authorities and allowing the police to do more proactive tasks around Quebec.
