i think this statement undermines those who are educated but can not speak/understand english. does a person have to be fluent in english to be eduated.
It’s not suffitient to be ‘English speaking’ for an educated person. It’s just a demand for todays standards. It doesn’t make people educated but it makes the status in the society (that’s a fact). It has become the priority for the schools in Pakistan to make students speak and learn English. Therefore in Pakistan education is not be complete without learning English.
There are many other countries who prefer to speak their own language and most of the people don’t really understand or speak Eng for instance China.

Although the statement doesn't say that educated people don't use other languages, the readers may however get that impression.. But hey, English is generally spoken by people from educated classes in Pakistan. Not all educated people (can) speak English though. I haven't however seen many uneducated people raised in Pakistan who can speak English. The other languages named here are spoken by both educated and uneducated people. And we all know that education doesn't always bring enlightenment.

It is a tourism website, so obviously they want to highlight english. ofcourse it is a bit insulting to educated people who cannot speak english and could be better phrased. Even in India I know lots of people that are very educated and intelligent but don't speak english (they can read and write english well)
