Guys, off course electricity theft needs to be stopped, but this is not the root cause of problem.
Our issue is actually lack of adequate power generation. What we need to do is to increase the size of the pie, that is, increase power generation.
Just look at what other countries are doing to ensure they would have enough energy for their developing economy. For example, China is working extensively with African countries and even Western-pariah countries like Iran and Venezuela. It is thus ensuring its future power needs.

To add to this, people who have UPS can add "Solar Panel" as primary 'charging' source so even if grid power is available UPS will charge via SP. This way the consumer benefits double up because when loadshedding occurs during day time and their UPS battery runs out of power SP can continue to provide them power.
The only viable solution is to a) Enhance the electricity tariffs... this will automatically induce conservation as far as consumers are concerned.
Knowing our people, this will have reverse effect, as there will be more people justifying theft of electricity i.e. why pay bills when we can't have reliable power.
We have to construct dams and use coal reservoirs to generate cheaper electricity. Solar, wind, thermal, and other avenues of generation are way too expensive..
The purpose of this thread is: what a consumer can do to become part of solution (instead of whining/crying/protesting), not what government needs to do :)

Ifg you had to devise a 10 point or 20 point guide for Pakistanis so that they could cut down electricity usage, what steps coul individual Pakistanis take?
ie :-
not leaving pc's/tv's etc on stand by but switching them off
turning off mobile phones durign the night if there wot be any need for them
using AC only when no other option.
What else?
All I know is that when I visit pakistan this june, I need my split AC on the whole time. LOL
Jokes aside, I think most of replies here are spot on. The stealing of elictricity is the real culcript here. People would have their hands on anything thats available for free. Thats exactly the mentality there. If the Govt. starts penalzing people and treats those folks as real thievs, this will continue. As individuals, we can report the robbers.

I have just returned from Pakistan and it was the most disappointing tour ever. I can't say i am happy to be back as i feel extremely sorry for people back home. It can't get any worse, load shedding in some areas is upto 16 hours and you can only imagine how people survive with temperatures going up to 50 degrees already. Light goes off for at least 4-5 hours at night (even in big cities), how do you expect people to work propely in offices, concentrate in schools, colleges in the morning????
According to an estimate, almost a million people lost jobs last year only because of electricity problems and thousands of factories, small businesses have been closed. Even large business owners have suffered massive losses due to lack of electricity.
It's much worse than anyone can imagine, people have totally lost hope.
On top of that, there are days when you can't fill gas and days when you can't buy patrol more than certain limit.

Thanks for bringing up this thread. Anti Pakistan mafia tried to put all of us away from interacting through this forum by bringing about the power crises by paying bribes to some key staff members of pepco, wapda & other departments responsible for generating power. Now they're working on a new tactic to stop us from interacting with each other or even the world virtually.
They are now influencing the Pak govt. to ban the internet through using Pakistani talibanic goats & ninja supporters. Plan ready & being implemented for the worst kind of oppression of Pakistani people.

Stealing can't be done without he consent of the local Wapda employee... be it the meter-reader, line-man and/or the SDO.. the higher the grade the higher the % he gets...
few steps to curb on stealing
1) Make electricity cheaper, people pay these employees of wapda...
2) get the SDO or whoever the cheif of the certain area of Wapda pay the stolen units from his pocket

Without ability to curb power theft the only government solution we will have is get more IMF loan to install more rental power plants, beg China for some more nuclear reactors (even if it is for just making it a news item), buy trashed thermal plants from other countries. I wish they can think about investing in colleges/universities to come up with a solution other than just buying a solution from outside world and staying dependent on those solutions.

Does anyone know about the KESC practice where they would cut off the electricity to a neighborhood if the total units used did not match the total units that people from that neighborhood paid? That seemed like an interesting idea.
I think the pays of the lineman, SDO etc should be doubled. However the increase in pay they would only get if the area they are responsible for pays for the number of units it ends up using.
Electricity generation of course needs to be increased. We should seriously look into coal - **** the environment for a decade or two.
At the same time increasing incentives for renewable energy. E.g. making solar loans available to home owners - and boding the loan with the land title so that you cant sell the home/land without passing on the loan to the buyer. Make the repayment period long enough that yearly saving offset the cost of the loan - I need to work on the math for this - but its done in the US to an extent.
Energy efficiency - What little electricity we do have should be conserved by increasing the efficiency of our homes and offices. Things like painting your roof white, using different insulation materials etc to bring down cooling costs. Upgrading to more efficient lighting - water heaters - cooling etc.
Tariff Structure - For a certain amount say 100 units - or the amount which lets you run two lights bulbs - a fan and a refrigerator a month the bill should be super low not more than say around Rs.500. And increase it exponentially after that. So a household which runs four ACs would see its current bill doubled or more. Beyond a certain subsistence usage electricity needs to be made super expensive - for residential purposes - not for industry.
