the reporter and the anchor on Dunya News mentioned this fact on several occasions. the parents who were interviewed said/claimed that.

oxygen cylinders running out of oxygen in this case were one of the major reasons. the admin said that they ordered the cylinders but the order was caught in the bureaucracy and ‘red tape’. they simply had no money as well. only 21% of the budget amount was released by the government since April 1st of this year.
