I think there is a whole category of desperate Muslim men who like to approach girls in grocery stores. But wow - I've never and will never engage in a conversation with them let alone give them my number!!!
And giving numbers is a big deal - of course now he's calling, so why play petty games like first giving numbers and then "pretending to be mom/aunt and giving him a piece of your mind"!???
Anyway, I think the real thing you were asking is why do people look your way when you're dressed down - I think it's because that's when you have your guard least down - you're not expecting anything or looking, which is what attracts the men usually.
Tell me about it. I gave my number to this guy who was my guide during vacation, out of sheer politeness, thinking what are the chances of him making a long distance call. Well guess what, he called today. I told him right away I am busy at work. But while hanging up, still ended up saying, 'take care and talk to you later' :-(
About the number thing, give a few girlfriends his number and prank the hell out of his arse. Should get rid of him soon enough. Or you could just do the adult thing and tell him to leave you alone?

Catty went in a lovely dovely gharara to the gym, she ran crazy on the treadmil but no lift from the hot uncles at the gym . Catty got all depressed, went home, changed into a massi style shalwar kamez, and left for grocery shopping. When catty got home from shopping, she realized that in depression she had left her chukander at the store . Catty with her mela dupatta half way on her head ran back to the store. While she was running a messy pehalwan dude tried to stop her by holding her arm, in the process he broke her churiyan. She stare at the messy pehalwan dude :femme:, freed her arm and went into the store. When cattycame out, she had chukandars in her hand, she was all happy, giggling, and playing with the palu of her dupatta. The messy pehalwan dude took advantage of her happy playful mood and made another atempt hitting on her . He did succeed this time, catty while sharmaying gave her ph number to the messy pehalwan jee showing that sharmaying effect with the palu of her dupatta
