FATA stands for Federally Administered Trible Areas , The administration constitutes as that each Agency in the seven trible constituencies have one Political Agent , who is representative of Govornor of NWFP and inderectly to the President of Pakistan.

Trible areas have Quota in almost all eductional instituions of pakistan ,where they can submit their application on the bases of their Trible Domicile and they are given admission.

On the otherhand for primary and secondry education there are schools and colleges on Tehsil and Town bases.

The Point i want to raise is that the instituions for primary and secondry education are VERY BADLY failing in educating the trible youngesters in the trible belt.
There are so many reasons , but one of the major reason is Gov’t Politcal interest.

The schools for primary educations are awarded in the name of trible leaders , the schools are built by C&W (Construction and works) department , the Contracts are given to the Owner(Trible Elder), secondly the positions for Class 4 ( Chawkedars , Chuprasi or Naib Qasid) are also solely dedicated to the Trible Elders , who can sale these posts also, and the Most worst thing is that the trible leader will be using this building as their HUJRA.

The Education department in the built have quota for the vacancies of teachers called divisional quota , and those vacancies are filled from local teachers.

These teachers will the Trible Elders will exempt from duties (and no one can oppose due the traditions) and the eduction department in the concerned terretory will also refrain from any action.

For the education for the Children of Trible Elders there are Political Agent Scholorships and funds , there is one Cadit college in Razmak North Wazirastan Agency , and have quota for trible students , where the only merit is the recomendation of Govonor or political agent which means that only the children of influencial people can go their which are mostly children of trible elders.

Ya, in turn the trible elders will always prove theirselves VERY LOYAL to the Government

The result and the consequencies are obvious these days , that the people of trible areas cannot descriminate whether we are granted or bieng exploited.

Did locals rise against their tribal chiefs for not allowing their children to have the benefits?

Except those tribal elders who give/allow sanctuary to foreign jihadis and Taliban fighters, unless that is being done with a wink and a nod to the govt. which of course could accept such an arrangement provided these militant fighters focus their efforts towards the western front while leaving the govt. alone.

For those Tribal elders who are against militants they should be given enough contracts for their own benefit while a separate benefit which forbids nepotism and is independently administered is made available in for those who live in their areas.

So, we bribed the tribal elders throughout this time, replaced formal education with madrassa education, producing mujahideen during 1980s and talibans during 2000s?

This practice is not carried now or from last some years , but it is since the independence of Pakistan.

When you will ask about the name of Some Secondary or primary school or some health care unit or dispensry , you will find in reply Malik Fullan school , like to quote some in North Wazirastan ( Malik Darya Khan School , Gulsheen School) are the few examples.
as for as the MADRASSES are concerned , these are not that much dangereous as they have been presented or made controversial.

I remember when the foreign minister of United Kingdom was visiting in NWFP the Madrassa of Hassan Jan , he was appriciating that effort , and the interior minister in Musharif regim Moeen u din Haider was VERY IMPRESSED when he visited Darol uloom Karachi, when he himself checked the curriculum and the subjects being studied their.

The Taliban in Wazirastan and SWAT etc are socalled taliban , they are not those taliban who have come from Madrassas, they are just using this name.

The murder of Mulavee Hassan Jan was the only reason , that he was opposing SUCIDE attackes and he was opposing the involvment of Madrasses student in the socalled Taliban Tahreek.

That is why i donot believe that the today situation is the result of Pukhtoons children going to Madarasses, Todays Taliban are not the product of Madrasses.

My point is that Our Gov't (The Gov't of Pakistan) is not interested nor serious in, to develop these areas and to go on the track to convert these areas into settle areas like was agreed between Trible Elders and the Quaid-e-Azam.

Every year only from North Wazirastan Agency 19 Students will go to Medical colleges in Pakistan and 9 Students for Engineering studies , this is only the professional students who are getting the opportunity for becoming docotors/Engineers.
FATA have reserved quota plus age relaxation in Federal and NWFP Service commision.
So many Trible students are going for Masters and Doctorate studies in many universities of Pakistan.
Yes, definetly a question arises here , that where these graduates, doctors or Engineers go?
when a trible officer will return to his Agency he/She is very badly discouraged by the local administration the Kings of Agency (The Political Agent) , You may not believe that The Munshi(Clerik) in some Political Agent Office will earn Thousands of Ruppees in a day , they have free hand by the political agent , if he has clerik position in the office of Political Agent he will be awarded with a CLASS One Type Bangla(Villa) in the Civil Colony, which a Doctor or Engineer cannot get.
