ECP's code of conduct for elections

Election Commission of Pakistan has introduced a code of conduct for the upcoming elections. The code says:

  • Expense limit on each candidate’s election campaign shall not be more than Rs1.5 million.
  • Restrictions to be imposed on candidates for setting up polling camps.
  • Wall-chalking and use of loud-speakers during the campaign will be prohibited.
  • It will be mandatory for candidates to inform the ECP a week earlier if it wanted to hold a rally.
  • Candidates will not be able to provide transport facility to voters on the polling day.
  • ECP will provide standard dimensions of campaigning posters and billboards.

While these steps are commendable, they actually don’t seem to be practical, especially the Rs1.5m ceiling on polling campaign. Our politicians are notorious for electioneering extravagance and apparently the ECP does not seem to be armed with any mechanism to ensure the implementation of this code of conduct, which — for all practical purposes — may turn out to be a code of misconduct.

Candidate would be spending 1.5m rupees on daily basis. Who will check and stop them?
