Some people and organizations helped a lot and few didn’t turn back after making money .

and the remaining money looted by government in name of earthquake was diverted to “special” programs, guess what, those programs are in Switzerland :hehe:

Welcome back Anwer pasha, while I agree with you that Imran khan should have worked there too but I am not sure about the rules of AJK, can the NGOs operating in Pakistan can go and start working there? Anyways there is a thing called government, who cannot shy away from its responsibilities and expect everything to be done by private parties.

Deep down mainland Pakistan doesn't care about AJK. They only care for the resources. Water being the key.

I do not specifically know about the work done by Imran khan foundation after the 2005 earthquake, but certainly they did do some work there after the 2010 floods (although there is no presence of PTI there) when the president was busy visiting his chateu in France.

I think we should differentiate between ordinary people and the response of the government. After the 2005 tragedy, I saw ordinary people rushing to the disaster areas to try and help as much as they can, record amount of donations etc. The tragedy aside, the response of ordinary people was really heart warming and the sign that we are not a dead nation after all.

According to local journalist, Ahmed Rashid, Pakistanis have “astounded themselves” with their own generosity since the natural disaster shook their country. In a BBC article, Rashid described how ordinary people rushed to help the victims of the earthquake, delivering goods to Kashmir and raising funds.

Within hours of the quake, doctors flew from Karachi and Lahore to set up medical camps in the worst hit areas, as many of the local hospitals collapsed during the earthquake, or following the numerous shockwaves that continue to make the area unstable even to this present day. Ordinary Pakistanis throughout the country set up collection points for contributions and sent supplies and people to assist with the emergency, in an outpouring of solidarity and concern the country had never previously witnessed. The prime minister later described the deluge of assistance as, “unparalleled levels of generosity that galvanised the whole nation with an esprit de corps that we had not seen since independence.”

Guest journalist and writer Ahmed Rashid reflects in his latest column for the BBC News website on the political consequences of the South Asian earthquake in Pakistan.

**Pakistanis have astounded themselves with their own generosity since the catastrophic earthquake that hit the country on 8 October.

A tidal wave of ordinary people have rushed to help the victims of the earthquake, raising money or just hiring trucks and delivering goods to Kashmir.

These actions of civil society, not seen since the 1965 war against India, have united the nation and they will have significant political implications.**

One thing is certain, Pakistan will never be the same again and the military regime of President Pervez Musharraf has the most to lose.

While the government has been criticised, the private response to the quake has been hailed.

Within hours of the devastating quake, doctors flew from Karachi and Lahore to set up medical camps in the worst hit areas.

Most of the doctors worked in government hospitals and they could only get release forms to allow them to go up north to Kashmir after the intervention of Prime Minister Shaukat Aziz.

From all over the country housewives sent truck loads of blankets and food, raising money from their relatives and friends in a frenzy of giving.**

Many sent their own servants with the trucks to make sure the aid reached the right village or collection point.

The more astute donors linked up to long term projects connected with housing or rehabilitation.

Youthful energy

**The most extraordinary work has been done by students.

Beaconhouse, the largest school complex in the country, provided its premises and thousands of students and teachers to pack and send relief goods, who also went on fundraising sprees themselves.

The Salamat Academy another multiple school complex sent piping hot food three times a day for those Kashmiris who had been bought to Lahore hospitals for attention.

The Lahore University of Management Sciences (LUMS) - Pakistan’s top business school - sent members of its ‘Trekking and Adventure Society’ to survey villages in Kashmir that had been cut off by landslides.

They arrived several days before the army did, relayed back the villagers needs and students then sent up trucks filled with necessary goods.

LUMS’s 4,500 students and staff have so far raised 10 million rupees ($167,000).

The teams of trekkers, who also trained themselves in grave digging are still there - now with picks and shovels.

Pakistanis living abroad have sent money and goods and Pakistani doctors are still arriving from abroad to work in the tented hospitals in Kashmir.

But in Washington, the Pakistani Embassy has been a major hurdle, refusing to help coordinate fund raising, to facilitate the passage of doctors or to allow PIA - the national airline - to send relief goods unless the aid or money is earmarked for the ‘President’s Relief Fund’.

The Pakistan embassy in London has been more sensible, agreeing to send all goods without discrimination.

Transparency

So far the President’s Relief Fund has received an estimated US $100 million in donations, but experts estimate that private citizens donations are five to 10 times that sum.

The government has promised transparency and accountability for all the money it spends, but there is no sign yet of an independent watch dog committee to oversee government spending and prevent corruption.

And given high levels of corruption and waste, ordinary people are weary of contributing to government relief funds.

A week after the quake, the organisation Transparency International released its annual report on corruption placing Pakistan close to the top of its Corruption Perception Index for 2005.

Muslims have a religious obligation to give an annual zakat (tax) to the poor equivalent to 2.5% of an individual’s personal wealth - the onrush of money since the earthquake has gone deeper.

According to research carried out by the Aga Khan Foundation, among all the Muslim nations, Pakistanis are considered the most generous in giving to charity.

Military rule

So far at least the army has failed to profit from this coming together of the nation.

In fact the more people get involved the more critical they have become of the army’s slow response to the quake and its apparent preoccupation with building a new general head quarters for itself in Islamabad or buying expensive weapon systems from abroad.

This opposition forced Gen Musharraf to, at least temporarily, postpone the purchase of F-16 fighter aircraft from the US at a cost of $4.5bn although the purchase of six radar equipped aircraft at a cost of $1bn from Sweden has gone ahead.

There is also a far greater desire for genuine democracy and civilian rule rather than manipulated elections held by the military.

Just before the quake the government held local council elections amid widespread allegations of vote-rigging.

With the current extent of public mobilization, it is unlikely that people will tolerate such an election again - especially in 2007 when general elections will be held.

For the last few years Pakistani intellectuals have complained about the public’s apathy or lack of politicisation as people seemed grudgingly to have accepted another bout of military rule.

However the military may now be facing its biggest challenge in the past six years as people see their own power - civic power - unleashed after a long time.**

Earthquake 2005: A story of forgotten promises | DAWN.COM

**MUZAFFARABAD, Oct 7: As the entire nation commemorated the 7th anniversary of the October 2005 earthquake on Monday, most of the survivors were still concerned about the pledged reconstruction work, which is still not completed.
**
Like an annual ritual, government functionaries started bragging about their achievements and future plans regarding the reconstruction program, soon after the onset of October, notwithstanding a widely known bitter reality – acute scarcity of cash flow.

According to figures obtained from the State Earthquake Reconstruction and Rehabilitation Agency (Serra), out of 7,984 projects/facilities, 4,693 had so far been completed, while work was “in progress” on another 2,068. Around 1,223 projects were yet to be started.

The education sector was still the worst hit, as out of the 2,792 projects, 1,714 were either “in progress” or yet to be started.

According to Sardar Rahim Khan, who was recently posted as secretary Serra, the reconstruction related bodies — Earthquake Reconstruction and Rehabilitation Authority (Erra) and Serra — were unable to complete projects according to their Annual Work Plan (AWP) due to acute financial crisis faced by the country.

However, 350 projects had been completed in AJK over the last one year and 135 of them were in the education sector, he said.

**A brief prepared by Serra revealed that severe financial crunch had virtually paralysed the reconstruction program, since April 2010.

**Requirements for ongoing projects in AJK were worked out at Rs16.02 billion, whereas the central government had allocated a paltry Rs10 billion to Erra for the entire reconstruction program.
**
**Of this, the amount released to AJK until September 30 was just Rs314 million, whereas total volume of Serra’s matured liabilities by that time was Rs1.47 billion.
**
“The central government should allocate more funds for reconstruction program to help us clear pending liabilities, which have already caused a considerable de-mobilisation of contractors,” said the sources in Serra.

**Sources said that during their last meeting with chairman and deputy chairman Erra on September 16, both the AJK president and prime minister had called for immediate release of funds and enhancement of budgetary allocations for AJK.
**
**In the backdrop of this situation, AJK’s civil society and many political parties allege that reconstruction program had badly suffered due to diversion of reconstruction related funds to some other heads by the PPP-led central government.
**
**Mr Amin, who as chairman Development Authority Muzaffarabad (DAM) was privy to most of the developments, regretted that a number of important projects earlier pledged to the ravaged AJK capital had been shelved by the governments in Islamabad and Muzaffarabad. It may be mentioned here that the Chinese government had pledged a soft loan of US$300 million for reconstruction program to which US$53 million was added by the GoP as a counterpart funding.

**The amount was apportioned to three AJK cities – Muzaffarabad, Bagh and Rawalakot. Share for Muzaffarabad stands at US$ 190.62 million (54% of the total), but of the 104 projects worked out at the beginning, many have been shelved.
**
**According to Serra’s document, the federal government had pledged a total allocation of Rs 4.187 billion under “President of Pakistan’s Relief Fund” for land acquisition for city development projects. However, of it only Rs2 billion had so far been released.
**
In the ongoing fiscal year, Serra had demanded Rs700 million from that allocation to “avert jeopardy faced by the city development projects” but nothing had been provided.

**On Monday, residents of Muzaffarabad were all set to stage a sit-in against what Mr Amin said “perfidies” meted out to the earthquake survivors over the past seven years.
**
Serra document also disclosed that of the total 234 projects for all three towns, only 5 had been completed and 42 were in progress, whereas work on 187 was yet to see the light of the day.

The earthquake survivors were also aghast with Erra which, they alleged had not only been overstepping its mandate but had been wasting “a lot of money on non-essentials.”

“Erra was constituted for planning of reconstruction program in the affected areas, but it has not only indulged in implementation, particularly in donor sponsored projects where the cash flow is not an issue, but has also got it converted into a permanent body at the cost of survivors,” lamented Mr Amin.

According to documents obtained from Erra, there are around 400 employees in the authority, 82 of which are enjoying gazetted positions.

Most of them have been regularized, whereas many have gone to the courts for their regularisation, notwithstanding the fact that the purpose for which the body was raised was lagging far behind than the pledges and promises.
