Would a Celeron be ok for a Vista based DVR with 2 Gig of Ram?

And I have heard good things about MythTV, anyone with a personal experience?

Not with a personal experience..but Celeron can never be ok. Especially in long-terms

Vista is at its best on a system with at least a Dual Core (Core2Duo) CPU and 1 Gig or Ram, 2 is better.
