Mehtab Rashdi never took dupatta. She considers it hypocrisy to wear it in public / on media, when she doesn’t take it in personal life. Her dressing has, however, been decent all across these years even without dupatta.

Sahira Kazmi is another name who rebelled and rejected to work in a drama specially written for her by Haseena Moin due to this dupatta policy (actresses were asked in Nawaz Sharif’s first tenure to wear dupatta even during kitchen scenes)

There are so many ladies in Pakistani media and literature, who don’t wear dupatta or take it on their head, but their image has always been decent. Be it Parveen Shakir, Kishwar naheed, Naved Shahzad.. Even Abida Parveen sometimes takes Ajrak on her shoulders, but I don’t remember watching her wearing dupatta.
