This is definitely not true.
If you're traveling on a Pakistani passport you have to arrange for a visa prior to your arrival in Dubai. There are several options to do that and each one of them involves different costs: Through the airline (if you're travelling on Emirates), through the hotel you will stay at or through a relative/friend who is already living in the UAE.
If you're holding a "Western" passport (US, Canada, EU, Australia, etc.) you will get a 30-day visa stamped into your passport on arrival. That's free of charge and you won't need to arrange for a visa in advance.
and if u book yr seat ticket month or two b4 u going u will get very cheap ticket not sure about airline must b emirates or PIA.

That depends on where you're traveling from. There are quite a few options to travel from Pakistan to Dubai and if you book well in advance and in off-season you can get very good deals.

not so... I've travelled on a CDN passport without the need for a pre-arranged visa... they simply grant it at the airport.

As mentioned before: The visa-free stay for US/Canadian and other western citizens is 30 days, not just one week. If you want to stay more than 30 days on a US/Canadian passport you need to either get a visa extension before the 30 days are over or leave the country and come back. Then the 30 days start again.
The following countried can get visit visa on arrival here. Its also easy to get a tourist visa for 14 days which can be arranged by most travel agencies.

No. The UAE visa process is very different from the one that UK and other European countries apply because it requires a sponsor who is already based in the UAE for each visa.
And yes, your relatives will have to deposit a guarantee for each person. Last time I checked it was AED 2000 (= PKR 40,000) per sponsored visa but that might have been increased in the meantime.
The visa fee itself is now AED 500 plus insurance/typing fees, etc. for each visa.
That's only possible if your stay in Dubai is a stopover, not if Dubai is your final destination city.
Since Dubai is your destination city, the only options left are either through your relatives or by booking a hotel and then the hotel would sponsor your visa.
