Dubai is merely still in the early days of being a capitalist society, having only industrialised and developed into one about 40 years ago.
Back in the mid 1800s when Britain & America's capitalism was of a similar age, workers lacked rights in almost equal measure. Workers rights can take about 150 years from the implementation of industrial capitalism within a society to evolve.
Just give Dubai the same amount of time to develop equitable treatment for workers that fully developed capitalist societies have had themselves and it will take place in its own due time.
