Yup! Dubai is like a little kid that has his father's credit card called "Abu Dhabi". They make all the purchases and expect AD to bail them out everytime.. when they're busy attempting to break records of biggest, tallest, largest etc.

even the governer (maktoom family) of dubai doesnt have good terms with nahyan family :D
